Bill Draper, Reference Librarian, has been at the Biddle Law Library since 1992. Early on, he also served as Biddle’s Head of Circulation Services for seven years. Before coming to Penn, he was the Head of Information Services at the Leon E. Bloch Law Library at the UMKC School of Law, and he was an attorney for senior citizens at Prairie State Legal Services. A multi-disciplinary specialist, Bill is liaison to faculty members in taxation, property, intellectual property, bankruptcy, corporations, insurance, law & economics, securities, risk, law & religion, contracts, law & psychology, fintech, and administrative law. Bill is responsible for Biddle’s institutional repository as well as the handling of all faculty submissions to SSRN.COM. Bill has authored law review articles and other publications. He is a graduate of Western Illinois University with majors in history and economics and (undeclared) minors in philosophy and mathematics. Bill holds a J.D. from the University of Illinois College of Law and an M.S. from the U of I Information School.
