Lewis Rosman

Lecturer in Law

Lewis Rosman is a Senior Attorney in the Appeals and Legislation Unit of the City of Philadelphia Law Department. He is responsible for drafting and reviewing City and Commonwealth legislation on behalf of the City Administration and members of City Council. Lewis advises officials in departments throughout the City regarding interpretation and implementation of the law and has developed expertise in the City’s Home Rule Charter, the separation of powers within the City’s government and the relationship between Commonwealth law and the City’s powers. He is a frequent drafter of City Solicitor’s Opinions and is the editor of the forthcoming 2000-07 volumes of those opinions. He also handles civil appellate cases and drafted the City’s brief in its successful defense of the City’s campaign finance ordinance before the Pennsylvania Supreme Court in Nutter v. Dougherty.

Rosman is a 1993 graduate from the University of Virginia School of Law (Order of the Coif) and has a B.A. degree in Sociology and Anthropology from Oberlin College. He clerked for the Honorable Jan E. BuBois, United State District Judge for the Eastern District of Pennsylvania. Before coming to the City, he was a litigation and regulatory attorney at the law firms of Covington & Burling in Washington, D.C., and the Philadelphia office of Eckert Seamans Cherin & Mellott (formerly Connolly, Epstein, Chicco, Foxman Oxholm & Ewing). He is on the Editorial Board of The Philadelphia Lawyer, the quarterly magazine of the Philadelphia Bar Association.
