Professor Coglianese delivers testimony to Philadelphia Refinery Advisory Group
On August 27, 2019, Penn Law’s Cary Coglianese, the Edward B. Shils Professor of Law, Professor of Political Science, and Director of the Penn Program on Regulation, testified before the Philadelphia Refinery Advisory Group. His testimony came after a recent explosion that destroyed the refinery’s alkylation unit. Following the explosion, Philadelphia Energy Solutions decided to close down the plant entirely.
