Foreign Policy Research Institute appoints Claire Finkelstein as 2019 Senior Fellow

The Foreign Policy Research Institute (FPRI) has announced the appointment of Penn Law professor Claire Finkelstein, the Algernon Biddle Professor of Law and Professor of Philosophy, as a 2019 Senior Fellow. The FPRI’s mission is to produce the highest quality scholarship and nonpartisan policy analysis focused on important foreign policy and national security challenges facing the United States. The organization aims to educate those who policy-makers and influencers, as well as the public at large, through the lens of history, geography, and culture. 

FPRI fellows reflect a diverse range of experiences. During their fellowships, they speak, write, and develop programming and publications for FPRI, contributing to the organization’s efforts to enrich the public discourse on foreign policy and national security.  

“I’m delighted to be affiliated with this outstanding institute,” said Finkelstein. “Through CERL, I’ve had the privilege of collaborating with FPRI on several projects, most recently a public presentation on election interference. I’m looking forward to continuing my relationship in this new capacity.”

Finkelstein’s current research addresses national security law and policy, with a focus on ethical and rule of law issues. In 2012, she founded Penn Law’s Center for Ethics and the Rule of Law (CERL), a nonpartisan interdisciplinary institute that seeks to promote the rule of law in modern day conflict, warfare, and national security. An expert in the law of armed conflict, military ethics, and national security law, she is a co-editor (with Jens David Ohlin) of The Oxford Series in Ethics, National Security, and the Rule of Law, and a volume editor of its four titles thus far: Targeted Killings: Law & Morality in an Asymmetrical World (Oxford, 2012); Cyber War: Law and Ethics for Virtual Conflicts (Oxford, 2015); Weighing Lives in War (Oxford, 2017); and Sovereignty and the New Executive Authority (Oxford University Press, 2019). Finkelstein has briefed Pentagon officials, U.S. Senate staff, and JAG Corps members on various issues in national security law and practice. She is a frequent commentator for radio, broadcast, and print, and has published op-eds in The New York Times and The Hill.
