Free District of Columbia Legal Resources–2013

Our nation’s capital is a popular destination for legal professionals.  Here are some free legal resources which may aid in conducting District of Columbia research. 

Courts

District of Columbia Courts – Official website for the D.C. Court System.  Court cases for all divisions are available online, but the interface requires specific information to locate cases.  See instructions on how to navigate and use the system.  The Superior Court homepage provides information about the court’s different divisions and contains links to the court’s rulesadministrative orders, and forms.  Useful information available on the Court of Appeals site, include rules and forms.U.S. District Court for DC – Official site provides access to opinions (2004-present), rules & forms.U.S. Court of Appeals DC Circuit – The website provides useful information related to the court including opinions (1997-present), rules, and forms.

Legislative

District of Columbia Official Code – Contains current version of the code. 

District of Columbia City CouncilLegislative information is accessible through this website. Bills before the city council dating from 1989-present are available online through LIMS. Bills can be searched by multiple methods including legislation #, keyword, or browse by council period (Each period equals a year. E.g., Period 8 = 1989).   
 
Executive
 
Executive Office of the Mayor – The website serves as a portal for a variety of executive branch legal resources including different Executive Branch offices and departments such as the Office of the Attorney General. A directory of Agencies and Services contains some additional links not included on the Executive Branch page. Different agencies provide free access to administrative rules and other relevant information.

Municipal Regulations – The Office of Documents and Administrative Issuances (ODAI) publishes the DC Municipal Regulations, DC Register, and Mayor’s Orders.  The Municipal Regulations serves as the codification of all DC final rulemaking.  The DC Register (index 2003-2008; more comprehensive 2009-present) is a weekly legal publication of DC laws, administrative rulemakings, notices, orders, and other items.  The Mayor’s Orders (Sept. 2009-present) covers administrative issuances such as orders, instructions, and memoranda.
