The AER has a vision to become a best-in-class energy regulator. To bring this vision into reality, the organization has launched the Best-in-Class project to help define, measure, and verify the attributes of a leading regulator.
Following a competitive process, the AER selected the University of Pennsylvania Law School’s Professor Cary Coglianese to lead a major, independent initiative defining and measuring regulatory excellence.
Once the initiative is complete, the AER expects to measure its performance against best-in-class attributes on a regular basis.
