Patricia Hund Zebertavage

Lecturer in Law

Patricia (Trish) Hund Zebertavage is Associate Division Counsel and Supervisory Special Agent for the Philadelphia Office of the Federal Bureau of Investigation (FBI) with an expertise in National Security law and practice.

As a near 20-year Special Agent, over 10 of which has been in the FBI Offices of General Counsel and Chief Division Counsel, Trish has overseen Cyber, Counterintelligence, Counter-proliferation and Counter-terrorism investigations. Trish has a particular expertise in the drafting, authorization, execution and compliance of Foreign Intelligence Surveillance Act (FISA) applications, currently serving on the FBI and Department of Justice (DOJ) Office of Intelligence (OI) working group on FISA process reform.

In addition, Trish has overseen the classified prosecutions of various National Security subjects, including familiarization with the Classified Information Procedures Act (CIPA). As a result, Trish has developed successful working relationships with counsel from DOJ, several United States Attorneys’ Offices, as well as counsel from various federal, state and local agencies. Internationally, Trish taught a course on Advanced Techniques in Counterterrorism Investigations at the International Law Enforcement Academy (ILEA) in Budapest, Hungary.


In her position as Division Counsel, Trish serves as an FBI Ethics Advisor and provides guidance and training to executive, managerial and operational personnel in the areas of ethics and compliance with the Constitution and applicable law and policy in all matters. Trish also serves as Co-Chair of the FBI Philadelphia Diversity and Inclusion Committee and, in that capacity, plans and organizes training and workshops, as well as provides counsel to managers and employees in matters of employment law.
