
Paul Kaufman
Adjunct Professor of Law
Paul Kaufman has been an Assistant United States Attorney in Civil Division of the United States Attorney’s Office for the Eastern District of Pennsylvania since 2007. In that capacity, he serves as lead counsel for the government in a wide range of affirmative matters, including prosecuting health care fraud and defense contracting fraud against targets ranging in size from individual professionals to Fortune 500 companies. He also has represented the United States and its employees in defensive tort, constitutional tort, employment and program litigation matters, and he handles a small number of criminal matters. Since 2018, he has been a member of the Office’s Affirmative Civil Enforcement Strike Force, specializing in grant fraud, research fraud, customs fraud, and procurement fraud in health care, defense contracting, and other industries.
Mr. Kaufman is the Civil Electronic Discovery Coordinator for USAO E.D. Pa., a former member and sub-committee chairman of the Executive Office of United States Attorneys Electronic Discovery Working Group, and he routinely lectures on matters of electronic discovery and civil practice to judges, federal agencies, and Department of Justice attorneys from across the country. He has also presented on health care fraud matters at conferences hosted by the Centers for Medicare & Medicaid Services, the National Federation of Paralegal Associations, many and other organizations, and he is a frequent lecturer on the Civil False Claims Act and grant fraud for Offices of the Inspector General across the federal government. In 2015, he received a Director’s Award from the Executive Office for United States Attorneys for his efforts teaching electronic discovery in the Department of Justice community.
Prior to joining the United States Attorney’s Office in 2007, Mr. Kaufman was an associate with Hangley Aronchick Segal Pudlin & Schiller, a Philadelphia-based law firm, and clerked for the Honorable Bruce W. Kauffman of the United States District Court for the Eastern District of Pennsylvania. Mr. Kaufman is a graduate of the Yale Law School, where he won the Thomas Swann Barrister’s Union mock trial competition, and a graduate with honors of the University of Chicago.
Mr. Kaufman currently serves on the executive committees coordinating high school mock trial in Philadelphia and in Pennsylvania, and he is the Chair of the National High School Mock Trial Championships, the organization responsible for coordinating and supporting high school mock trial for 40,000 students across the United States.
