Joseph Lisa

Lecturer in Law

Joseph Lisa currently serves as the Regional Judicial and Presiding Officer for the United States Environmental Protection Agency’s Region III office in Philadelphia. Mr. Lisa has been an attorney in EPA’s Office of Regional Counsel for over 24 years and has held a number of different positions, including supervisor of the Region’s criminal enforcement attorneys.  Additionally, he previously served as a Special Assistant U.S. Attorney with the U.S. Attorney’s Office for the Eastern District of Pennsylvania and the U.S. Attorney’s Office for the District of Delaware.

Mr. Lisa received his JD (cum laude) and LLM – Master of Laws - Environmental Law (summa cum laude) from the George Washington University School of Law. He is also a graduate of Dickinson College in Carlisle, Pennsylvania where he earned a B.A. in Latin and Economics (Summa Cum Laude/Phi Beta Kappa).

Prior to joining the federal government, Mr. Lisa worked in private practice in the Washington, D.C. and southern New Jersey areas. He has extensive experience teaching environmental law, policy and enforcement and has taught at a number of schools in the Philadelphia area, including, as an adjunct faculty member with Penn’s Master of Environmental Studies Program.
