In collaboration with the members of the UNESCO Chair in ICT4D (Information and Communication Technologies for Development), a University of Pennsylvania Carey Law research team led by John H. Chestnut Professor of Law, Communication, and Computer & Information Science Christopher Yoo helped lead and draft a Report, titled “Education for the most marginalised post-COVID-19: Guidance for governments in the uses of digital technologies in education.”
Penn Law post-doctoral candidates Müge Haseki and Leon Gwaka also played key roles.
The Report provides practical guidance for governments on using digital technologies to enhance their education systems once the immediate crisis caused by the COVID-19 pandemic has passed.
Yoo served as one of six core team members that helped guide this project – a process that included nine consultations involving 87 additional individuals spanning 34 countries, supported by 13 advisors, liaisons, and research staff. In addition to contributing to the process and the entire Report, the Law School team served as the lead drafters of the Report section and Guidance Note on “Ensuring resilient connectivity.”
“The coronavirus outbreak has permanently changed the way we view education,” Yoo said. “This Report will help us address the critical next steps of understanding what we can learn from the current pandemic and how we can use those insights to plan for the future.”
