Collective Regulation: Standards, Seal Programs & Statutes

In this class, we'll turn our attention to one set of models that have been suggested as the basis for addressing online privacy. These models can be loosely groupsed under the heading of "collective regulation", because they each seek to create widespread and subsantially uniform privacy practices. These models include:

 

1. Self-Regulation: The use of "best practices" and "industry standards" to define privacy protections.

 

2. Third-Party Regulation: "Seal Programs" and other private third-party appraoches to online privacy.

 

3. Government Regulation: Statutory privacy rules and standards.

 

Read the following:

As you read, consider what "we're" looking for in online privacy protections. What is the real problem we need to address? Which of the models best meets these requirements, if any?
