There was no legal conflict when the Delaware River Port Authority hired Pennsylvania Gov. Ed Rendell's fomer law firm, said Penn Law Professor Geoffrey Hazard, an expert in legal ethics, because the arrangement was "open and known to the public. Everybody wants to suspect improper connection if there is any connection at all. What are you going to do, hire somebody from Mars?"
