Bio
Douglas Rutzen is President and CEO of the International Center for Not-for-Profit Law (ICNL). ICNL promotes the legal framework for civil society and public participation worldwide. ICNL has worked on projects in over 90 countries in Europe, Latin America, the Middle East, Africa, Asia/Pacific, and the former Soviet Union.
Rutzen is a noted commentator on issues of civil society law and democratic development. He has presented on these issues at fora organized by the United Nations, the World Bank, the United States Agency for International Development, the Salzburg Seminar, and other institutions. He serves on the Advisory Group of Civil Society Watch, as Chair of the East-West Management Institute, and as Steering Committee Member of the United States International Grantmaking (USIG) Project.
Prior to joining ICNL, Rutzen taught law at Charles Law Faculty in Prague and served as Legal Advisor to the Czechoslovak Parliament. In addition, he worked for Coudert Brothers, where he specialized in Supreme Court litigation and international law.
Rutzen has also focused on issues of counter-terrorism and democracy. He was on the team that brought the first lawsuit against Libya for the destruction of Pan Am 103 over Lockerbie, Scotland, and he was instrumental in Libya’s $2 billion settlement in this case. He also worked with the blind and deaf, serving as a consultant to Helen Keller International in Asia, Latin America, and the Caribbean. Rutzen is a graduate of Yale Law School, with undergraduate studies at Cornell and Oxford (Worcester College).
