INTRODUCTION

The draft for approval, circulated to the Commissioners and up on the websites, incorporated all the editing and reorganization changes adopted by the Drafting Committee in our Conference Call Meeting on May 10. In addition, each of you should have received a copy of the memo to all Commissioners from Ray and me outlining the considerations for final approval. To the Drafting Committee only I am sending with this Notice an updated Attachment A. Further letters of support will be forthcoming.

The meeting will consider the matters set forth in the Agenda below which includes all matters brought to my attention prior to preparing this Notice. Other matters brought to my attention may be added later, with priority given to those provided in time to be circulated in advance to the Drafting Committee enabling their considered attention.
