Daniels argued that Philadelphia needs to cut crime and
improve its schools to attract immigrants who could benefit
the city. He cited the city’s inability to prevent public school
teachers from moving to the suburbs and Philadelphia’s massive
murder rate: 380 murders last year among Philadelphia’s
1.5 million residents, compared to 60 murders among Toronto’s
2.5 million.
